Project Background:

The purpose of this project is to develop a cost range estimate for engineering services and cost range estimate for construction in order to bring the private section of Shelby Drive up to public road standards.  The current private portion of road is a major artery for Sedona and shows signs of erosion and poor maintenance.  The City of Sedona would like to change this road from private to public and assume ownership in order to assure this road will continue to function.  Components required to bring the private portion up to city standards includes: complete removal of the 40 year old pavement section, relocation of multiple utilities, construction of  nearly 3,000 linear feet of curb and gutter, nearly 1,500 linear feet of 5 feet wide sidewalk, 740 feet of storm drain, 6 catch basin’s and 21 concrete driveways. Desired out comes for the project include: an increase in Right of way from 40 to 50 feet, under the budget of $300,000, a street section consisting of 24 feet of pavements plus curb and gutter plus a single 5 feet wide sidewalk. The cost to bring this road up to city standards is estimated to be over $700,000 nearly 2.5 times the City’s desired budget of $300,000. Improvements to aesthetics, function, safety and maintenance of this road were the desired outcomes for this project.

Project Limitations included:

•Budget of $300,000
•Limited right-of-way of 40’
•Existing buildings close proximity to right-of-way
•21 different driveways to coordinate
•Multiple businesses with multiple driveways
•Steep grade varying from 6% to 11.5%
•Utilities on both sides of roadway
•Design criteria
•Must have 5’ sidewalk on one side of the street
•12’ lanes on each side with curb and gutter
•One lane must remain open in 10 year flood event
